A meeting of the Industry, Commerce and Consumers’ Rights Protection
Committee under the Legislature-Parliament today expressed its concern
regarding the process adopted by the Nepal Army in the purchase of high
energy biscuits for the army.
The committee raised questions in this regard adding that the NA was
purchasing the biscuits neglecting the Public Procurement Act that
follows the open tender process.
Speaking in the meeting, lawmakers Mahalaxmi Upadhyaya, Subas Thakuri,
Shyam Krishna Shrestha among others complained over the procurement
process adding that it was against the norms of the Act.
However, acting secretary at the Ministry of the Defense Surya Kanta
Panthi claimed that the biscuits purchased by the NA were healthier and
cheaper as well.
The committee chair Bhishma Raj Angdambe urged the NA to follow the
Procurement Act.
The Nepal Army is currently purchasing the biscuits through Pashupati
Biscuit Pvt Ltd.
